Rules for the World provides an innovative perspective on the behavior of international organizations and their effects on global politics. Arguing against the conventional wisdom that these bodies are little more than instruments of states, Michael Barnett and Martha Finnemore begin with the fundamental insight that international organizations are bureaucracies that have authority to make rules and so exercise power. At the same time, Barnett and Finnemore maintain, such bureaucracies can become obsessed with their own rules, producing unresponsive, inefficient, and self-defeating outcomes. Authority thus gives international organizations autonomy and allows them to evolve and expand in ways unintended by their creators. Barnett and Finnemore reinterpret three areas of activity that have prompted extensive policy debate: the use of expertise by the IMF to expand its intrusion into national economies; the redefinition of the category "refugees" and decision to repatriate by the United Nations High Commissioner for Refugees; and the UN Secretariat's failure to recommend an intervention during the first weeks of the Rwandan genocide. The seventeen essays in Women and Power in the Middle East analyze the social, political, economic, and cultural forces that shape gender systems in the Middle East and North Africa. Published at different times in Middle East Report, the journal of the Middle East Research and Information Project, the essays document empirically the similarities and differences in the gendering of relations of power in twelve countries--Morocco, Algeria, Tunisia, Egypt, Sudan, Palestine, Lebanon, Turkey, Kuwait, Saudi Arabia, Yemen, and Iran. Together they seek to build a framework for understanding broad patterns of gender in the Arab-Islamic world. Challenging questions are addressed throughout. What roles have women played in politics in this region? When and why are women politically mobilized, and which women? Does the nature and impact of their mobilization differ if it is initiated by the state, nationalist movements, revolutionary parties, or spontaneous revolt? The experiences of children and youth provide a prism through which the interwoven dynamics and consequences of immigration policy become apparent. Using a unique sociolegal perspective, authors Zatz and Rodriguez examine the mechanisms by which immigration policies and practices mitigate or exacerbate harm to vulnerable youth. They pay particular attention to prosecutorial discretion, assessing its potential and limitations for resolving issues involving parental detention and deportation, unaccompanied minors, and Dreamers who came to the United States as young children.
