A database by OCLC, the people of WorldCat, provides the ability to search for dissertations on a wide variety of topics, including libraries and library and information science.

Red de Repositorios Latinoamericanos
Tesis digitales—Universidad de las Américas, Puebla, México by clicking on Búsquedas, search for theses by topic school (carrera), title of dissertation/thesis, author, etc. Although there is no specific topic of Librarianship (bibliotecaria), there is the carrera titled Diseño de información, as well as Tecnologías de información y negocios, which may be relevant topics to search for desired results.
Universidad Nacional Autónoma de México (UNAM): TESIUNAM make sure you pay attention to the tabs at the top of the search box, so you are aware whether you are searching by author, title (of thesis), subject, or more (this is the advanced search option).
The subject search for the term "bibliotecas" returns several interesting results, including the evaluation of academic libraries. Also the search for the term "bibliotecaria" may prove fruitful. The database also gives you the option of searching the whole database, only electronic theses, or open access theses.
