PowerPoint is a tool that is widely used by educators and librarians.  It is very common for tutorials to be built using Power Point and then converted to Flash.  Camtasia and Captivate provide easy uploading of a PowerPoint presentation which then can be converted to Flash.  However, there are many other resources available (many that are open source) that can convert these files to flash.
