Building Better Water Rates for an Uncertain World provides the background and concepts needed to develop, evaluate, and implement an effective rate structure.

Financing Sustainable Water is an initiative of the Alliance for Water Efficiency. It was created to provide practical information to guide utilities from development through implementation of rate structures that balance revenue management, resource efficiency and fiscal sustainability. Available tools include the AWE Sales Forecasting and Rate Model, which explicitly models the effects of rate structures based on various scenarios, including drought.

EPA's Water Infrastructure and Resiliency Finance Center will serve as a resource for communities, municipal utilities, and private entities as they seek to address water infrastructure needs with limited budgets.

The mission of the Mott Foundation's Environment program is to support the efforts of an engaged citizenry working to create accountable and responsive institutions, sound public policies and appropriate models of development that protect the diversity and integrity of selected ecosystems in North America and around the world. One of their focus areas is conservation of freshwater ecosystems.
