In processes of transitional justice, technological information systems have become fundamental tools for collecting, organizing and protecting data about the main groups in conflict, as well as facilitating the exchange of information between government agencies involved in the care of victims of war. These systems are intended to approach to the affected population, design services for their attention, and creating aseptic sources to produce a memory of the acts committed. These were some of the purposes of the Interinstitutional Justice and Peace Information System (SIIJYP) in Colombia since 2012. 

However, through an analysis of actor-networks, this talk will present the unintended impacts of the system, from how the definition of victim in the data constrained the system purposes, and how in practice the victimizers become the main beneficiaries of the application of the SIIJYP. The tools presented will establish how to study these impacts from the human and non-human perspective. Additionally, how opening the black box of the design of the system considering that the efficiency of these systems is based on the invisibility of the information infrastructure. 

María Belén Albornoz is a research professor at Facultad Latinoamericana de Ciencias Sociales Sede Ecuador (FLASCO). Her research focuses on the relationships between science, technology, and society and in the analysis of public policies on science and technology. Formerly, she was an advisor of Science Policy in Latin American with the United Nations. Currently, she is a council member for the Society for the Social Studies of Science (4S) and a board member of the Society for the Studies of New and Emerging Technologies (SNET).
